No funding for diploma and certificate students.
According to government funding announcements, students who opt to enroll in TVET programs in universities, would not be funded. This will cut across irrespective of whether it’s public or private university. KUCCPS CEO claims that the university-based diploma and certificate programs offered in these schools also fall within the aforementioned category.
According to Agnes Wahome, certain colleges provide diploma and certificate programs, but these institutions are ineligible for government financial aid.
Wahome made this revelation in a Citizen TV interview.
She noted that the Ministry of Education is home to almost 200 TVET institutions. Government subsidies and loans will be available to students enrolled in the aforementioned TVET colleges. She also reiterated that this practice has been around for a while.
Government deemed unfair to diploma and certificate students
These specifics correspond to the need-based funding strategy for college students that the President has described.
Students who fall into one of three categories—less disadvantaged, more vulnerable, or able—will receive funding.
For the first time, students from low-income households will have fair access to higher education and TVET possibilities under this new funding model. According to the President’s order, these learners’ families are not compelled to provide any kind of educational contribution to their kids.
According to the President, the new system for funding education begins at the beginning of the following fiscal year.
This idea will be advantageous to both the 145,325 learners who will enroll in TVET schools and the 173,127 students who are anticipated to enroll in universities.
In the fiscal year 2023–2024, the President promised to boost spending for higher education by Sh84.6 billion, or 56% more than the current budget.
The president of state added that the new investment consists of a Sh31.6 billion HELB loan component and a Sh53 billion budgetary contribution.
