Free Primary Education (FPE) Term 3 Funds Breakdown.
To Everyone Involved:
Please distribute enough copies to all head teachers of public elementary schools. This is for the attention of Regional Directors of Education, County Directors of Education, and Sub County Directors of Education.
We would like to let you know that KSh146.20 per student has been paid out by the government to Account I and placed into the accounts of the relevant institutions.
Unless specifically stated otherwise by the appropriate authority, the following is how these money will be allocated:
Account 1 (ACC: 1)
– SIMBA: KSh 219.30
1. Supplementary readers: KSh 43.86
2. Textbooks maintenance: KSh 4.39
3. Exercise books: KSh 61.41
4. Reference materials: KSh 21.93
5. Stationery: KSh 14.62
Total: KSh 146.20
Additionally, KSh 137.80 per learner has been released into respective schools’ Account 2 (ACC: 2). The allocation of these funds is as follows (unless authorized otherwise by the relevant authority):

1. Support Staff Wages: KSh 40.58
2. Renovation of Classroom, Building of Toilets, Repairs Maintenance and Improvement (RMI) of Physical Facilities: KSh 20.67
3. Activity: KSh 15.15
4. Local Transport and Traveling (LT&T): KSh 6.89
5. Electricity, Water, and Conservancy (EWC): KSh 12.40
6. Telephone/Box Rental/Postage: KSh 3.38
7. Environmental & Sanitation: KSh 11.02
8. Capacity Building and Meetings (BOM): KSh 16.54
9. Contingencies: KSh 3.65
10. Science and Applied Technology: KSh 2.76
11. ICT Infrastructure Materials: KSh 4.76
Total: KSh 137.80
To ensure proper use of these monies, we gladly ask County Directors of Education to immediately distribute this information to all head teachers of public elementary schools under their control.
Following the receipt of funding, Sub County Directors of Education (SCDEs) are required to gather acknowledgments from the schools, compile summaries of the funds received for each school, and provide these summaries to the appropriate County Directors of Education (CDEs) within two weeks. The information will then be forwarded by CDEs to the Director of Primary Education.
To ensure strict adherence to the Ministry’s requirements governing fund utilization, SCDEs should also maintain ongoing oversight.
As a result, it’s critical to maintain current student enrollment data in NEMIS.
All head teachers are required to address the budget at Board of Management (BOM) meetings and post information regarding the receipt of the capitation grant on school notice boards.
