The government recently changed the system for funding college and university students, departing from the original plan that was intended to lessen the financial burden on parents unable to pay for their children’s higher education. All households are now expected to contribute to the cost of education under this new paradigm.
Scholarships, tuition costs, household payments, and student maintenance are all included in this updated plan. Five student categories—vulnerable, severely needy, needy, and less needy—have replaced the previous four, which were referred to as “bands.”
Based on the socioeconomic status of their household, all students in these five bands would get financial help under this revised formula, which ranges from Sh40,000 to Sh60,000. This new strategy anticipates that all households would contribute to the costs of education, in contrast to the prior plan which exempted the “vulnerable and extremely needy” from household payments.
This adjustment was brought about by worries regarding the long-term sustainability of the original plan, which exempted vulnerable and highly poor students from home expenditures. Due to the revisions, household payments will vary depending on the student’s category and the quantity of loans and scholarships that each band receives.
With a predicted cumulative cost of almost Sh15 billion for one academic year, this new technique requires an estimated additional Sh7.5 billion to fund scholarships for new students. Higher education institutions are facing financial difficulties as a result of the delayed distribution of money.

In spite of these obstacles, university administrators are keeping a close eye on their establishments while they wait for funding to be released. As the process of validation and classification progresses, they anticipate receiving the funds in the upcoming weeks.
The National Treasury is under investigation as a result of the fund disbursement delay, and it is still unclear when universities and colleges will get the necessary funding.
