Merging of schools. Incase the proposal to merge nursery, primary and junior secondary schools is adopted, primary schools are expected to rise as the new power houses for academics.

In a proposal by the education reform team, a single premises that encompasses all the three levels of school will be called a comprehensive school and headed by a principal.
In addition, the principal will have assistants. These will be the heads of nursery, primary and junior secondary schools. The assistants will therefore be called deputy principals.

In case its adopted, this move will result to expansion of primary schools. The expansion will be in terms of;

- Infrastructure
- And resource allocation

In the latest statistics, primary schools accommodate around ten million students. The population is expected to rise because the new changes will raise the number of classes from eight to eleven. This means, there will be 2 for pre-primary, 6 for primary and 3 for Junior secondary.

In addition, the new principal will be in charge of all the three levels of schools. As a matter of fact, the principal will oversee all finances received by these institutions.

There has been a recommendation by the Presidential Working Party on Education Reform (PWPER) that nursery children be also included in getting government capitation. In addition, they proposed a review of capitation per child.
All nursery school students will receive KSH 1170 annually under the revised capitation. A KSH 2238 for all primary school students. KSH 15043 annually for all learners in junior secondary schools. KSH 22527 annually for all learners in secondary schools.

In addition, special needs students will be given an extra KSH 604 for nursery students, KSH 3624 for primary and KSH 10000 for Junior secondary schools students.
Additionally, there will be a minimum essential package. Its distribution will be; KSH 70,200 for pre-primary, KSH 536,880 for primary , KSH 1,632,120 for JSS , KSH 1,890,000 for senior secondary and KSH 2,060,940 for special needs education centres. This package will be the same for all schools.
