TSC rendered toothless. Starting January next year, the teachers service commission (TSC) is expected to loose some of its powers to the ministry of education.
This comes as a result of a draft report by the Presidential Working Party on Education Reform (PWPER). The report outlined a number of proposals which are going to weaken the commission and empower the ministry of education.
Powers of the teachers service commission (TSC)
As a result, the teachers service commission was left with some powers. Some of the powers include;

- Recruitment of teachers
- Payment of salaries
- Performing teacher transfers
- Among other human resource functions.

Other critical functions will however be taken by the ministry of education.
Powers taken by the ministry of education from TSC include;

- Quality assurance
- Regulation of the teaching profession
- Teacher discipline.

These functions are therefore expected to be a responsibility of the ministry of education henceforth.
According to article 237(1) of the constitution from which the teachers service commission is created, there are specific functions assigned to it.

As a result, the commission is given a mandate to; Recruit teachers, register, employ, deploy, transfer, discipline and terminate teachers’ contract.
However, according to the recommendation, the commission will only perform human functions. In addition, it is going to habs over all regulatory powers to a different entity.
In order to effect the changes to the powers of the teachers service commission, an amendment through a parliamentary act or referendum may be required.
According to the reform team, quality assurance and standards will be the ministry of education’s responsibility. This is because the two commissions have been at loggerheads with each other over this function.
In addition, commission staff performing this function are to be transfered. The commission are expected to diminish henceforth as a result. The ministry of education on the other hand will have more powers.
