TSC to consult MoE. The teachers service commission will have to get a go forward from the education ministry before transferring teachers.
The commission despite it still holding the powers to transfer teachers will have to consult the ministry of education before execution.
It is noted that this is one of the reforms that were proposed by the PWPER. It is also in order that the reforms are expected to take effect starting January next year.
The reform team proposed these because they wanted to seize the habit where TSC transfers educators who are unwilling. In addition, the commission’s habit if transferring teachers as a form of punishment was also targeted.
Some of the refurms by the education task force can however take effect only through a parliamentary act or through a referendum.
On Tuesday last week, the TSC CEO Dr Nancy Macharia appeared before the national assembly education committee members who confronted her on transfer of delocalized teachers.
Macharia said that as at June this year, 46,962 delocalized educators had submitted their applications for transfers. In addition, she said that the commission effected 20,055 teachers transfers back to their counties.
Application had been received from primary school teachers and 17,942 transfered. On the other hand, 10,967 Post Primary teachers applied but only 2,113 among them had been affected. This was because there were no suitable replacements.

According to Kabondo MP Eve Obara, school heads who are not locals are facing hostilities triggering their transfers. He also added that some educators are forced out of classes when they aren’t willing to go on delocalization.
Teachers therefore need to be given an assurance of their safety.
The committee chairperson Julius Melly said that TSC does not grant teachers the opportunity despite several attempts to make applications. He also added that locals are harrassing some to quite their schools even though they are not willing to.
