TSC to hire clergy. A proposal presented by the Presidential Working Party on Education Reforms demanded that the teachers’ employer hire religious leaders so as to support Value-based Education (VbE) in education institutions.
In their report that they currently submitted to President William Ruto on August 1,the team that is currently under the leadership of Prof. Raphael Munavu proposed that all members of the school community must be involved in order to achieve this.
In addition, the PWPER said that value has to be incorporated into all subject areas. Formal chaplaincy programs should also be developed and implemented in Kenyan education institutions.
PWPER suggested that the teachers service commission hire and deploy educators as chaplains/imams in education institutions. These teachers should also be distributed between schools.
In addition, the commission will be responsible for ensuring that institutions uphold every learner’s right to freedom of religion.
Part of the report read that a provision on facilitation of students’ rights to religion in institutions including those institutions that are sponsored has to be included in the Basic Education Act.
The working party also proposed the review of CBC in order to reduce learners’ work load. In addition, the working party proposed reduction of grade one to grade three subjects to 7 from the current 9. 12 to 8 for grade 4 to 6. The subjects for grades seven to nine are also to be reduced from 14 to 9.
PWPER proposed an all-inclusive school with pre-primary, primary and junior school in one campus and also managed centrally.
The proposal also demanded the dropping of the ‘secondary’ title from junior schools and senior schools.
In another proposal, the ministry of education is required to develop a policy framework on dress code for all education levels.
These PWPER’s recommendations are aimed at reducing the financial burden by limiting the number of e-books to two per subject.
Another proposal recommended that the Jomo Kenyatta Foundation be replaced with Kenya Basic Education Bursaries and Scholarship Council. It will therefore be mandated to monitor bursaries and scholarships administration.
Introduction of a unique child identifier for all children starting from birth throughout their learning was also proposed. This should be achieved in an year.
