What students will require to apply for scholarships under new University funding model.
The new university finance model, introduced by the government on May 3, 2023, is open to students who took 2022 KCSE.
Students from severely vulnerable families will receive 100% assistance. Additionally,those from needy and less needy situations would receive 93%.
Priority will be given to students from low-income homes when it comes to scholarship distribution. This is because the Higher Education Loans Board (HELB) will finance loans for those from more affluent backgrounds.
Funding is available to all students who applied through the KUCCPS website and got letters from universities and TVET colleges.
Additionally, enrolling students in private universities are also eligible for HELB loans.
Students interested in applying for assistance can do so by going to the New Higher Education Financing portal. The portal is available at www.hef.co.ke.
- A working email address,
- KCPE and KCSE index numbers,
- the year the exam was taken,
- a passport-size photo,
- and a copy of the student’s national ID are all required.

Along with the student’s birth certificate, a letter of admission from a college or university, and their parents’ national ID number. The application also needs a copy of the student’s birth certificate.
A death certificate, two guarantors’ ID numbers and registered phone numbers, and a copy of the sponsorship letter, if you were sponsored in secondary school, are additional documentation.
The new financing model will not have an impact on current students. They will however keep getting their funds in accordance with the current methodology used by the government.
HELB, the University Funding Board, and the TVET Fund would be eliminated as part of President Ruto’s pledge to implement the National Skills and Funding Council, often known as the National Education Fund, at the inauguration of the new model.
The National Education Fund will coordinate grants, bursaries, and scholarships. It will connect the two levels to offer a credit transfer system, and also aid in academic progression.
157,498 applicants applied for admission to universities out of the 173,127 students who met the requirements for admission to universities in the 2022 KCSE, according to KUCCPS.
